Situation: The Nightmare That Is Shared Email Whether your organization is— Public, private, a government agency, or a not-for-profit entity In the healthcare, insurance or higher education marketplace A manufacturer, distributor, operate in the logistics field, or a very large Global 2000 company Or a small to mid-sized organization You are likely feeling the pain and bad daytime dreams that accompany Shared Email Box use within your organization. There is an influx of emails that arrive at your organization addressed to a mix of real-recipient and alias-recipient inboxes. Addresses such as AccountsPayable@xyz.com, salesorders@xyz.com, claimsadjudication@xyz.com, info@xyz.com or customerservice@xyz.gov or .org. There is no real identifiable “person” assigned to the other side of these mailboxes—at least from the sender’s perspective. Internally, on the receiving side, you do have at least one person, sometimes an entire “SWAT” team accessing these real and aliased email addresses—known as the “Shared Email Boxes.” Unfortunately, this often creates a free-for-all approach in terms of who works inbound emails and how they are handled. It’s a process that could use improvement, but it’s difficult to know where to begin. Team members are responsible for identifying which items belong to whom, working the item to its completion, and then moving that “finished” item out of the inbox into a Shared Email Box subfolder, to differentiate email items that are unread, inflight, or email items that have actually been completed. We know the process of accessing a Shared Email Box is all manual—an ad-hoc, people-driven approach (prone to error) to working the items in the Shared Email Box, and there is no genuine accountability. The Problem Microsoft is implementing new tenant-level outbound email limits in Exchange Online, known as the Tenant External Recipient Rate Limit (TERRL).These limits aim to enhance service reliability and prevent misuse by capping the number of external recipients a tenant can email within a 24-hour sliding window. Key Details of the New Outbound Email Limits Definition: TERRL sets the maximum number of external recipients (those outside your tenant's accepted domains) a tenant can send emails to per day. Trial Tenants: Capped at 5,000 external recipients per day, regardless of license count.​ Non-Trial Tenants: Limits are calculated using the formula:​ 500 * (Number of Non-trial Email Licenses^0.7) + 9500 ​ This formula ensures that as the number of licenses increases, the allowable external recipients also increase, albeit at a decreasing rate per license. For example:​ 1 license: 10,000 recipients​ 10 licenses: 12,006 recipients 100 licenses: 22,059 recipients 1,000 licenses: 72,446 recipients 10,000 licenses: 324,979 recipients​ 100,000 licenses: 1,590,639 recipients​ Enforcement Schedule : Worldwide (WW) Environment : April 3, 2025: Tenants with ≤25 licenses April 18, 2025: Additional tenants with ≤200 licenses April 28, 2025: Additional tenants with ≤500 licenses May 9, 2025: All remaining tenants Government Community Cloud (GCC) Environment : May 30, 2025: Report availability June 30, 2025: Enforcement begins Monitoring and Compliance Administrators can monitor their tenant's email activity through the "Tenant Outbound External Recipients" report available in the Exchange Admin Center (EAC) under Reports > Mail flow. This report provides insights into current usage and helps ensure compliance with the new limits. If a tenant exceeds its daily limit, subsequent emails to external recipients will be blocked, and senders will receive Non-Delivery Reports (NDRs) indicating the issue. The Problem Earlier this year Microsoft announced the public preview of their High Volume Email (HVE) for Microsoft 365. On its official website , Microsoft recommends using a specialized third-party provider for legitimate bulk commercial emails (see screenshot below). Currently, the maximum sending limit with Exchange Online is 10,000 email recipients per day. Starting in early 2025, only 2,000 out of those 10,000 recipients may be external addresses. This new policy can certainly pose some challenges, ultimately impacting your productivity and sales.
